در بحبوحه حمله عراق، تنگنای تجاری و کمبود مواد غذایی، دولت توزیع کوپنهای جیرهبندی برای قند، برنج، گوشت، روغن پختوپز و دیگر اقلام اساسی را از طریق تعاونیهای محلی آغاز کرد؛ نظام کوپن در طول دهه 1980 برقرار ماند و تنها در اواخر دوران احمدینژاد بهطور کامل حذف شد.
چرایی این پیوند: The government introduced ration coupons for sugar, rice, meat and cooking oil specifically because wartime import disruption and a foreign-exchange squeeze constrained the available supply of these staples.
ملاحظه: FAOSTAT's national per-capita food-supply series are annual averages that also reflect population growth, income changes and harvest variation; coupon rationing itself was partly designed to smooth consumption rather than simply reduce it, so any visible drop in these series cannot be attributed to the coupon policy alone versus the underlying wartime shortage it was responding to.
