۲۰۱۸دستورالعمل بسته پرداخت كمك جبراني و حمايت غذايي از گروه هاي كم درآمد جامعه
این دستورالعمل که در سال ۱۳۹۷ صادر شد، تا سقف نود هزار میلیارد ریال از محل مابهالتفاوت قیمت خوراک و سوخت تحویلی به پتروشیمیها، فولادسازان و پالایشگاهها را برای پرداخت کمک جبرانی دو میلیون ریالی به کارکنان و بازنشستگان کمدرآمد دولت و حمایت غذایی از خانوارهای کمدرآمد اختصاص میدهد.
چرایی این پیوند: Directive of the Council of Ministers establishing a direct cash 'compensatory aid' (2,000,000 rial) plus a household-size-tiered food-support cash transfer, funded by the exchange-rate margin on petrochemical/steel/refinery feedstock and channeled through the Targeted Subsidies Organization to low-income civil servants, pensioners, Imam Khomeini Relief Committee/Behzisti beneficiaries and informal workers -- a targeted social-transfer instrument expanding safety-net coverage and transfer spending.
ملاحظه: This was one of several overlapping ad hoc compensatory packages issued around the 2018 rial devaluation and reimposition of US sanctions; national poverty/inequality and social-protection indicators in this period are driven at least as much by the inflation/devaluation shock itself as by this specific one-off directive, so isolating its effect from the data we hold is not possible.
