۱۹۹۱قانون توسعه صنعت ايرانگردي و جهانگردي
این قانون که در سال ۱۳۷۰ تصویب شد، ایرانگردی و جهانگردی را تعریف میکند، شورای عالی ایرانگردی و جهانگردی را به ریاست معاون اول رئیسجمهور برای هماهنگی سیاستهای گردشگری کشور تشکیل میدهد و برای جهانگردان خارجی خروجی از کشور معافیت گمرکی برای صنایعدستی و کالاهای مجاز در نظر میگیرد.
چرایی این پیوند: This law created the Supreme Council of Tourism, mandated industrial-rate bank financing and discounted land grants for tourism facilities, gave customs facilitation for inbound tourists, and centralized licensing of travel/tourism operators under the Ministry of Culture — the core post-war legal scaffolding for rebuilding Iran's tourism sector after the Iran-Iraq war.
ملاحظه: International arrivals and receipts are heavily driven by sanctions status, visa policy, exchange-rate swings, safety perceptions, and diplomatic relations (e.g., the JCPOA-era 2015-2018 tourism uptick and subsequent sanctions-driven decline dwarf any effect traceable to this 1991 institutional law). Domestic and religious-pilgrimage tourism, not captured well by these indicators, followed a largely separate trajectory.
